It doesn't require an x% network agreement to confirm transactions. The state of nodes in Stellar do not need to be known. Safety in open quorum system implies a set of validators trusted by all which implies some centralization for safety. They are both open quorum voting systems and they both have the same weakness of requiring a trusted validator set across all validators. XRP does not offer this natively and have been trying to build these features for over a year now. These are considered simple smart contracts and allow programmability of transactions. It has operations built into it natively and the operations continue to grow as needed. Its more fault tolerant, more permissionless and can operate without knowing the current state of nodes (which xrp cannot). David decide to design it and work for the SDF. He then sought the advice of Professor David Mazieres at Stanford on how to construct a new consensus mechanism. It was determined XRP was not robust enough for what he wanted to do.
